Contract & Procurement Manager [Pakistan]


 

Qualification & Experience:

  • B.E Electrical, Electronics, Civil, Mechanical, Mechatronics/ Masters in Finance, Masters in Public Administration along with preferably a degree of LLB or LLM
  • Minimum five years previous relevant experience. Previous experience working with contract regulations and related laws is strongly preferred

Key Responsibilities:

  • Overall manage responsibility for the contract process for specific or varied accounts including coordination of Operations, Project Management, Legal, Business Development and Finance to prepare, review, and negotiate contracts.
  • Plan projects and ensure they are programmed to a level of detail necessary for the site team to deliver the scheme without delays.
  • Drive contract life cycle from drafting through completion of the negotiation process, and/or contract execution.
  • Review the terms and conditions and Contract schedule activities for compliance with the overall project execution and ensure site team compliance with Company’s policies and procedures.
  • Attend tender handover meetings and deliver pre-start meetings to the site team.
  • Ensure a commercial plan and end of life forecast is in place and monitored monthly for the successful commercial delivery of the project.
  • Produce and analyze progress reports, updated costs and forecasts.
  • Review the CVRs (Cost Value Reconciliations) monthly with the project teams, implementing necessary actions.
  • Complete and distribute the Contract Initiation/Completion form for each project.
  • Ensure weekly review of progress, budget resources and forward planning are carried out, and lookahead programs are in place.
  • Chair and attend internal and external meetings and ensure the production of accurate records of any discussions and actions.
  • Advise the Project Manager / Project Director of any improvements to the schedule especially where they might be required by the Contract for use as evidence in any later claims for extension of time.
  • Monitor and advise the Project Manager / Project Director of any specific notice received or to be sent to the client/ subcontractor.
  • Prepare Contract/Subcontract notices based on events impacting the project Provision of notice in compliance with the requirements of the Contract.
  • Development, drafting, submission and negotiation of Claims and Variation Orders.
  • Monitor the progress of all claims/Variation orders to ensure that they proceed in accordance with the process required by the Contract/Subcontract.
  • Monitor the progress of payment of all claims/Variation orders to ensure that they proceed in accordance with the process required by the Contract.
  • Lead and manage contract amendments have been issued and executed.
  • Provide legal support and advice to the management and Board as well in the legal affairs.
  • Translate complex commercial/legal scenarios into simple language and action plans.

Procurement (PEPRA, PEC, FIDIC):

  • Conduct reviews and develop knowledge of all company procurement systems, processes and critical data elements and standards.
  • Ensure procurement and reconciliation of materials is carried out in accordance with Company procedures to best value and to prevent delays.
  • On time submission of progress claims.
  • Direct processes and activities in all areas of the Company’s procurement and contracting related activities in accordance with the procurement plans ensuring compliance with National Procurement Rules and regulations, PEC guidelines, FIDIC and the overall legal procedures relating to procurement and contracting.
  • Ensure the compliance of the company’s procurement manual in all processes and all levels and make periodic recommendations to update it.
  • Perform due diligence from legal, contractual and financial point of view of all procurement and contracting processes independently and where a third party is involved, facilitate such party.
  • Manage complex bid processes including vendors to be solicited, evaluation and shortlisting of EOIs and selection of vendors.
  • Perform all steps and measures in Procurement and contracting cycle beginning from need assessment, preparation of EOIs and Pre-Qualification documents, Pre-Qualification Process, Bidding Process and prepare Bid Evaluation reports, carryout contract negotiations and signing of contracts as stipulated in PPRA 2022.
  • Review and finalize the annual procurement plan for its presentation to the CEO.
  • Evaluate suppliers’ performance and recommend enlistment/blacklisting of suppliers to CEO.
  • Analyze annual budgets and review periodic cost and productivity analyses.
  • Develop, implement and interpret appropriate procedures and policies in relation to the procurement of works, goods and services.
  • Present the procurement and contracted related reports to the Board and other forums when needed.
  • Other related duties as assigned

Salary: From Rs120,000.00 per month
